kvk2 seed and alliance limit

kd2020 aim at seed C at first.

we will adjust power, seeing the "allilance power".

I guess matching power(total power of 300 top players) would be around "12B" for seed C.

and if we use "5 main clans",  the power of each clans would be "4B".  the number would be changed after we see powers in other servers before kvk2.

- 12B ÷ 5 = 2.4B.  300 ÷ 5 = 60members.   60top membes in a clan has 2.4B...  then 120members maybe have 4B?

- we tried to limit immigratns by "total excess power of immigratns above 25M" seeing the list. but this is to hard to mange just for playing game.
