DONT send troops to building DIRECTLY when FAR

when you send troop to building(flag/fortress/path),  

if the place is FAR, please DONT send troop DIRECTY to the building.

send troop near the building at first.

then after arrivied,  send put troop inside the building.

this is not necessary in peaceful time.

but it is MUST during war.
